JPG is the one format here that embeds into a PDF with no re-encoding at all. Because PDF supports JPEG compression natively, the original image data is copied straight into the document — so there is no second round of lossy compression and no quality loss from the conversion itself. That also means the PDF inherits whatever compression artefacts the JPG already had: converting a heavily compressed JPG produces a PDF that looks exactly as rough as the source. Page size is taken from each image's pixel dimensions, so mixing portrait and landscape JPGs gives you a PDF with differently shaped pages rather than everything forced onto A4.
